Plumas County Fire Safe Council Program Director – Plumas Corp

Plumas Corp is seeking a Program Director (PD) to manage the programs of the Plumas County Fire Safe Council (PCFSC). The PD will work closely with the Boards of both Plumas Corporation and the PCFSC, Plumas Corp staff, private landowners seeking wildfire mitigation assistance, Firewise volunteers, UC Cooperative Extension, county representatives, US Forest Service, CAL FIRE, and other partners.

The Program Director works under the Executive Director (ED) of Plumas Corp. The position has responsibility to track and plan for the Plumas County Fire Safe Council’s fiscal health; to ensure that the PCFSC staff have resources and support to carry out their specific programs and projects; to ensure that grant deliverables are met, and to guide the organization according to the mission statement in order to carry out the 5-year strategic plan.

General Duties:

Fiscal Management:

  • Review and approve invoices for payment
  • Track expenditures to ensure adherence with project budgets
  • Request grant advances, as needed
  • Develop annual budget for all PCFSC projects and programs
  • Pursue grant opportunities, and revenue-generating activities to meet program needs

Grant Management:

  • Adhere to grant reporting requirements
  • Maintain project files and documentation
  • Request grant budget and/or scope modifications, as needed

Project Oversight:

  • Supervise staff in project responsibilities
  • Track progress and adjust timelines as needed
  • Develop and review contracts and amendments for ED signature
  • Oversee vendor contracts

Attend public meetings and/or partner meetings including:

  • Plumas County Fire Safe Council (produce monthly agenda and Board packet)
  • Plumas Corp Board meetings (provide PCFSC updates)
  • Plumas County Board of Supervisors meetings, as appropriate
  • Partner/stakeholder meetings (Feather River Stewardship Coalition, etc.)
  • Community meetings (present information about risk and programs)

Outreach and Education:

  • Coordinate and guide Plumas Corp’s Media Specialist to develop materials, including the Annual Report
  • Update the website and social media, prepare press releases, provide radio content, etc.
  • Plan and attend PCFSC events including the annual Wildfire Preparedness Fair

Administration:

  • Return phone calls and email correspondence
  • Interview, hire and onboard new PCFSC staff as needed
  • Track and document metrics across all programs
  • Regularly interface with Board leadership to address Board needs
  • Maintain and update the Plumas Communities Wildfire Protection Plan

Professional:

  • Provide expertise and resources to local leadership
  • Draft comments regarding agency and partner projects
  • Advocate for the mission of the Plumas County Fire Safe Council

The Director will need to provide their own transportation for travel throughout Plumas County for meetings, outreach activities, and other duties. All mileage is reimbursable at standard IRS rates.

Expected Skills & Knowledge:

  • Formal education, training, or work experience relating to home hardening practices, defensible space concepts, fire behavior, and fuel management
  • Fully conversant with MS Office Word, Excel, and PowerPoint
  • Capable of utilizing Google Drive for file management
  • Exceptional written and verbal communication skills
  • Grant writing
  • Field-based experience in layout, surveys, operations, and/or prescribed fire
  • Ability to work without close supervision and meet deadlines

Desired Skills & Knowledge:

  • Familiarity with Plumas County
  • Knowledge of CEQA/NEPA processes
  • Familiarity with website management and social media

Applicants lacking some “desired skills & knowledge” will be given mentorship on the job to learn and develop these skills. Plumas Corporation, a 501 (c) 3 private non-profit, is offering this grant-funded opportunity as an “at will” position. This position is offered at 40 hours per week based out of our Quincy office. Wages will be commensurate with experience (up to a starting rate of $40/hour DOE).

Available benefits include: ten paid holidays, two weeks paid vacation leave, up to 12 days of paid sick leave per year, $200/month reimbursable wellness benefit, medical insurance coverage with options to opt into additional vision, dental, and life insurance, and a Simplified Employer Plan that contributes 7% of gross pay per pay period to a recognized tax-free retirement fund account of the employee’s choice.

Annual cost of living allowances (COLA) are given, as well as merit wage increases as earned, and as budgets allow. We also provide a dog and kid-friendly office environment.
