Human Resources Manager – South Yuba River Citizens League

Job Description:
Reporting to the Finance & Administration Director, the Human Resources Manager will be responsible for day to day administration of all Human Resources operations including posting legally compliant job advertisements, onboarding and new employee orientation, benefits management, payroll management, personnel documentation compliance, employee performance counseling as needed, implementing training programs, and making sure SYRCL’s internal human resources policies and practices are in compliance with federal, state, and local laws.
This is an excellent opportunity for a professional with three to five years of human resources experience. The ideal candidate will possess a strong understanding of employment laws and human resources-related regulations.
Required Qualifications:
- Bachelor’s degree or equivalent from a four-year college or technical school.
- Three to five years working experience in human resources.
- Self-motivated, quick learning, flexible; must have a sense of humor; able to multi-task while also being highly detail oriented.
- Strong interpersonal and communication skills; experience in effectively communicating key data, including presentations to senior management.
- Personal qualities of integrity, credibility, and unwavering commitment to SYRCL’s mission.
- A proactive, hands-on strategic thinker who will share responsibility for the organization’s legal compliance.

Responsibilities:
General Human Resources Administration:
- Maintain and update employee handbook and job descriptions as needed.
- Maintain a legally compliant recordkeeping system for I-9 documents and emergency contacts.
- Responsible for making sure all HR & payroll related information is in accordance/compliance with the rules and regulations as set for by the organization, local, state, and federal law.
- Work with the Finance Assistant to generate payroll for employees on a bi-weekly pay schedule.
- Enroll staff in health benefits and serve as liaison to staff in these matters.
- Manage 401K benefit program.
- Assist employees with questions regarding payroll, benefits, or job-related questions.
- Organize and assemble personnel files to ensure items are filed correctly.
- Prepare and administer employee surveys.
- Harassment claims assistance and conduct investigations as necessary.
- Review wage and hour practices to ensure compliance.
- Work with department directors on Change of Status forms as needed.
- Assist with in-person employee counseling and termination meetings as necessary.
- Facilitate employee leaves of absence based on state laws.
- Manage workers’ compensation claim filing and administration.
- Assist in the development of new policies as needed.
Employee Recruitment, Onboarding, and Offboarding:
- Responsible for new hire onboarding processes including all legal employment paperwork, setting up workspace, email, phones.
- Responsible for termination, resignation, and other offboarding related processes.
- Update and revise job description documents with input from Directors.
- Work with SYRCL’s staff-led Onboarding Committee to design and implement a robust onboarding program ensuring timely document filing, essential orientation, and company-wide operations guidance.
Administrative Duties:
- Perform a variety of general clerical tasks, including but not limited to photocopying, creating and maintaining binders, and distribution of internal documents.
- Manage confidential files including employee and other SYRCL documents.
- In coordination with the Leadership Team and Operations Manager, help plan and facilitate staff gatherings and meetings.
- Support the Leadership Team with data entry and other clerical projects as assigned.
General:
- Promote SYRCL’s mission and steward SYRCL’s overall well-being.
- Attend and participate in regular one-on-one meetings with supervisor, monthly staff meetings, and team building gatherings as required.
- Assist with SYRCL sponsored events as needed throughout the year.
- Travel as required.
- Other duties as assigned.
Physical Requirements:
- Able to work on a computer for up to 8 hours a day, including sitting at a desk for extended periods.
- Able to read a computer screen and manual dexterity to operate a keyboard.
- Able to speak clearly on the phone and in person and be understood by others.
- Able to occasionally lift objects weighing up to 30 pounds.
Working Conditions:
- Part time (up to 25 hours a week).
- Most work will occur in the office during normal business hours: Monday through Friday. Occasional evening and weekend work is expected for several events throughout the year.
- This position does not have supervisory responsibilities.
Compensation:
The compensation package includes an hourly pay rate range of $26.00 – $28.00, depending on experience. Part-time employees working more than 20 hours a week are eligible for vision and dental insurance (100% company paid), 401K plan participation with 2% employer match (fully vested after 3 years), 10 prorated paid holidays, 5 sick days, and 14 days per year (prorated for P/T work) Personal Time Off (PTO) earned on an accrual basis.
